In keeping with guidelines issued by the Government of Antigua and Barbuda, the Eastern Caribbean Civil Aviation Authority (ECCAA) Headquarters in Antigua will reopen on Tuesday 2nd June 2020.

Opening hours until further notice will be:

  • Monday to Friday: 9:00 a.m. to 2:00 p.m.

To ensure the continued safety of our staff and external customers, the ECCAA has made the following changes: 

  • Anyone entering the ECCAA office will be required to wear a mask and practice good mask wearing protocol.
  • There will be no physical contact (hugs, handshakes) between ECCAA staff and external customers.
  • There will be no in-house/face-to-face meetings until further notice.
  • Non official visitors in the ECCAA offices will not be permitted.
  • There will be no waiting in the reception area.
  • No more than two (2) persons will be permitted in the reception area at any time to ensure proper social distancing is adhered to.
  • All staff and visitors will be required to sanitize their hands upon entering the ECCAA HQ.
  • There will be no visitor access beyond the reception area unless necessary and authorized by ECCAA.
  • No toilet facility will be available to external customers.

The ECCAA will continue to play its part to reduce the risk of the spread of COVID-19 by ensuring:

  • Frequent sanitization of work areas, counters, door handles and other high contact areas.
  • Ready access to hand sanitizer.
  • Availability of sanitizing wipes if required.

As a reminder, external customers can assist in mitigating the risk of spreading the COVID-19 virus by following these simple steps:

  • DO NOT visit the ECCAA’s premises if exhibiting any of the following:
    • Sneezing o Dry cough o Fever
    • Runny nose
    • Sore throat
    • Difficulty breathing
    • Or if you think that you may have been in contact with someone carrying the virus

  • Drop non urgent documents in the drop box located in the reception area.

Minimum Requirements:

  • Valid Airline Transport Pilot License (ATPL);
  • Minimum ten (10) years experience as an airline Pilot, at least 3000 hours as pilot-in-command (PIC);
  • Minimum five (5) years experience, directly associated with the development and implementation of aviation operating standards and procedures, operating manuals and flight and ground procedures for flight safety;
  • Working knowledge of the Civil Aviation (Flight Safety) Regulations (CARs) in aircraft operations and Air Operator’s Certificates.
  • Flying Instructor and Instrument Check Pilot experience is desirable.

Primary responsibilities:

  • Ensure that the required standards of operation are maintained by conducting initial inspections and certification, as well as continued surveillance and monitoring of all OECS air operators;
  • Conduct investigations into incidents and accidents involving civil aircraft in the OECS and OECS registered aircraft outside of the OECS if necessary;
  • Keep abreast of emerging technology and the changing global industry;

Other responsibilities:

(Include but are not limited to the following):

  • Conduct and monitor flight checks and flight simulator checks on pilots for initial issue and renewal of pilot’s licences, instrument flying qualifications and type rating endorsements;
  • Conduct investigations into adverse findings arising from inspection, continued surveillance or monitoring functions and recommend measures to ensure compliance by operators;
  • Assist in the preparation, verification, approval and issue as applicable of: (1) aircrew licences; (2) air operator certificates; (3) other appropriate authorizations, permits and approvals; (4) written examinations for pilots.
  • Assist in the development and on-going improvement of the measures to ensure safe, regular, and efficient aviation services in the OECS;
  • Conduct and manage regulatory safety audits of air operators
  • Conduct ground and en route inspections of air operators, flight training schools, as well as inspections of aerodromes;
  • Evaluate flight operations and other related manuals;
  • Conduct enforcement functions for the aviation industry;
  • Conduct and manage investigation of accidents and incident;
  • Recommend for approval, and monitor designated examiners for pilots;
  • Act as an expert witness in a court of law;
  • Provide expert guidance and direction to the industry on regulatory and safety matters;
  • Assess for approval and then monitor, all training programs used by OECS operators for pilots, cabin crew dispatchers, ramp operations staff, cargo handlers and refuelling personnel;
  • Conduct research as necessary for the development of civil aviation and the enhancement of safety in the industry;
  • Maintain ATPL, instrument rating and type rating currency on aircraft type for which qualified;
  • Monitor and ensure the maintenance of standards for the handling of dangerous goods by air operators;
  • Assist in the training of newly appointed flight operations inspectors;
  • Record current and up-to-date operational information of all aviation activities in which the division is involved, provide regular reports and make recommendations to the Director General on technical matters where appropriate;
